The Collapse of the 28-Point Peace Proposal for Ukraine: Why Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis sparked by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been contained. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of aerial bombardment on Kyiv.

The Pattern of Negotiation and Warfare

The sequence of conflicting incidents captured the harsh reality of the outgoing year. By day, diplomatic battles are waged: positive announcements are released from different nations. Immense energy is devoted on containing certain initiatives. By night, the Kremlin clearly shows the world that, for them, war remains the main instrument for achieving "resolution".

After-Dark Attacks

As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is equipped to monitor missile launches from enemy soil, a ability provided through timely intelligence. From vantage locations, military aircraft that had been scrambled to intercept incoming guided weapons streaked across the sky – modern combat jets provided to Ukraine by NATO members.

Shortly after, Kyiv's missile defense activated: several firings deployed against a hostile projectile. This was a sophisticated defense system at work, probably provided by allied countries. Every launch creates sudden vibrations, rattling buildings. The brief panic quickly gives way to grim resignation: possibly the hostile projectile won't strike its target this time, sparing the city from catastrophe and additional electricity failures.

Ongoing Risks

Soon after, a automatic firearm engaged a unmanned aircraft close by, part of a defensive team – almost certainly Western-made equipment. Sadly, the shots failed to hit the enemy aircraft – it pressed on overhead toward its target.

Intermittently, this continued until dawn. Kyiv faced the daybreak reports: multiple fatalities, destruction and heating outages in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still went about their day – enduring hostilities. But those entire period demonstrated Ukraine's critical military reliance on external assistance – a need that neighboring countries are demonstrably unable to replace in the immediate future.

Failed Diplomacy

The comprehensive proposal from American leadership generated strong feelings, debate and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.

Every new proposal from American administration unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually secure success. This pattern will, undoubtedly, continue.

Political Considerations

It is tempting to accuse specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. American leadership works based on a premise familiar among international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The White House presumes that it is unrealistic to compel Moscow to surrender the land that it presently holds in Ukraine's southern or eastern regions.

The problem is that while acknowledging this situation, US leadership does nothing to prevent Kremlin actions, through statements or actions, from assuming that the status quo will not evolve additionally in its benefit in the coming year.

Conflicting Perspectives

Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their incentive to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to stop fighting, but they will continue as long as Russia's government remains supremely confident in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing lives and land but averting a complete military breakdown until circumstances change in its favour.

Present Conditions

Realistically, there are no real preconditions for a armistice. Now, personal considerations are becoming relevant: political desires to mediate resolution and secure international recognition, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unworkable, so that their attention does not shift toward internal issues. And although their task will now be considerably more difficult after current events, it remains very improbable that this will change their overall approach.

These opposing factors are driving the talks.

Assessment and Future

It took a only one week to terminate the proposed articles of the current initiative. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the other European countries, along with calming attempts of representatives, and finally, current information leaks, all did their job.

While new plans based on old ideas are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and show particular unwillingness to modify developments, if they stand together and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, largely rely on ongoing international assistance.
